Well, my experience in recovering decoders - thanks to long ago good advice from a German model railway retailer in Koln - is just enter CV8 on the DCC system, and then the specified reset number. And persist. In stubborn cases I have been known to do this once a week for three months! I have recovered a lot of seemingly dead* decoders this way, and they have gone on normally ever since. The dealer couldn't explain the why of it, just that it often worked. I am game for any minimal effort money saving...
*It should be emphasised that there must be no evidence of physical damage, just 'no signs of life'.

Another urban myth is to put them in the freezer overnight, but let them thaw and dry before powering them up.
