This appears to be a co-production with Locomotion and Rails. The model looks very neat, and the steeple cab arrangement which is much more common outside the UK is always characterful. Heljan know how to make a smooth running compact drive, (based on my examples of classes 15 and 16) so the job should be a goodun.

Nice loco, but beyond Collectors I can't see a great demand unless there is a huge increase in layouts featuring an obscure Dock branch in Newcastle. These locos didn't stray away from the specific line for which they were built. Could the articulated North Tyneside EMUS be next?

If the OO model 'flies', then Heljan might well think to add it to their O gauge product list. I should let brand management know you would like this, and I doubt you'll be the only one, what with the growth in O gauge compact traction models.

One of the London power stations (may have been Lotts Road) had an almost identical loco but running on third rail. Second UK example.
