Suggest Bachmann/Hornby GWR shunter's truck. Nice short wheelbase and one of those old pictures shows running boards leaving you just a body to make.

I used a Hornby Clee Hill - to have the early underframe (wooden) and the shorter wheelbase required - but not 7ft wheelbase as on the drawing plan...!

Then got busy with the razor saw....
