May I ask, what was the Dutch Engineer's livery for?

Civil engineering is referred to as 'Dutch' livery due to its similarity to the Dutch State Railways (Nederlandse Spoorwegen) livery of grey and yellow.
Civil engineering obviously related to civil engineering projects: weekend engineering work, etc

Yeagh that is right Dutch livery is hellfire :D and my second favourite next to NSE.I wish they had painted 50035 in Dutch rather than loadhaul.I particuarly think 37's look hellfire in Dutch livery along with 31/33/and 73 espcially suited the livery best. However 37's and 50015 looked best.

The 37 was for a TV advert for BR (it's on Youtube somewhere), I don't know when it lost the livery though, probably very quickly.

The 47 was for highlighting 'route crime' and was used for many light engine movements to spot trespassers and vandals in hot spot areas with Police officers on board. It went back into front line service with Virgin in it's 'Police' colours and moved on to Freightliner (gaining Freightliner logos on the livery) for use in stock moves for Thameslink amongst other things.

Perhaps with the huge increase in copper theft from signalling wires and the like, they should bring back the Police locos with police officers on board.

Yeah the 37 only had that livery for about three weeks. The paint was supposed to be water-soluble so they could just wash it off, but yeah... it didn't. Had to be fully repainted.

As for the advert, here it is:

I'm guessing if such a thing existed today it would probably look something like this:-
