The glue stick type glue "pritt" works great for that

I use 'Deluxe' brand products supplied by;-

http://www.expotools.com/
go to 'adhesives', then 'deluxe Materials Gluing Guide DM'

their website gives a full list of what sticks to what, another good point of referrence for all modellers..

you can also try canopy glue, tho I have to admit I have never used it to glue paper to plastic windows

Try a contact adhesive - Evostick over here - the type where you apply a smear to both surfaces then wait for it to go tacky before pressing together.

I find it better to glue the window frame print to 0.020" plastic sheet. It is easier (for me) to cut this accurately and any mistakes can be corrected by plastic cement. My preference to glue frames to window is contact cement.

Future (Kleer) floor polish is also good for windows.
