how long does it take for crystal clear silicone to cure so i can remove it off the wax paper and can i use the silicone to glue the fall in place.

Spray with water, it will go off quicker

As a rule of thumb, I tend to leave it overnight.

I built a waterfall using silicone and clear casting resin. It works well.
