Ballasting Scatter Rolls

I fully intend to 'properly' ballast my layout, but not quite yet.

As an alternative, I have used the Gaugemaster Ballasting Rolls, affixing them to the baseboard with PVA/water mix, which has worked well.
I am now pondering if I should now spray this scenic paper with a spray of PVA/water, to seal them to prevent the constant shedding of their texture. I can't see any real disadvantages in doing this, especially as they will be covered in 'real' ballast at some time in the future anyway.

What PVA mix should I use for this task? I've heard of a 30/70% PVA to water ratio, with the smallest dash of washing-up liquid.

Since no-one's brought up any reasons against the above mix, that's what I shall do.
