With reference Hornby train pack

Two points to note. This pack is on sale at Hattons for GBP164.00. Given that Rails have the locomotive for GBP84.50 and currently available, who would spend another 60 or so quid for three open PO waggons? Seems like getting rid of surplus stock and making money in the bargain.
Secondly, the loco has a late crest. Would PO waggons still be in usage in the late crest period?

Most definitely not. No wagons would have run like that post start of WW2 as they were all pooled. They wouldn't have been kept in an over all clean state post the depression as well. Oh and its £80 for the wagons, not 60!

Regardless of what shops are currently selling the loco for, prices are set by full RRP.

For the information of our overseas members. UK consumer legislation means it is illegal for a manufacturer to do more than suggest an approximate retail price. If a retailer who is selling at significantly less has difficulty in obtaining stock from the manufacturer. Then the manufacturer can be investigated and fined by the Consumer Affairs Commission. As with Revenue and Customs, the investigation is probably more feared than a fine.
I can just about remember the early years of BR. You would occasionally see a mucky and faded PO wagon, but in the main if the hadn't had a coat of grey or bauxite it would be a hotch potch of planks and doors from all sorts of sources. As the new standardised types appeared old ones in need of anything more than a borrowed door or bit of plank went to the scrap merchants for the recovery of the metals. The first step in stripping them was often to set them on fire to remove the wood and leave a pile of scrap iron.

Can I just ask as it was mentioned, from the start of WW2 private owner wagons were painted over?
Just that I have a lot of po wagons and was wondering what era they were roughly set in.

Some may have been, but there were more important things to do. Some one may have taken a bucket of whitewash and written POOL on the sides, but even that wasn't widespread, hence the need to put "not pool" on some specialised wagons.
