A bit of both, I paint all the fiddly bits like windows and drainpipes while still on the sprues. For main walls and roofs etc I paint the base colour on before construction, and then once the main walls etc are put together I apply the dirty washes all over. urm, strange one? The lip should just sit flat on the baseboard. I can only suggest that either the hole is too small and not allowing the well to sit right down, or the well is warped and not fitted together correctly?

With the kit there should be a plastic sprue with some small arch shaped pieces on them which have rail chairs for the track ends to slide into. There should be versions for code 75 and code 100 track. Slide them onto the end of the rails and glue the arch piece in position on the rim of the turntab...
