They can, I am working on the ex-Airfix railbus now made by Dapol as time permits. The point is why bother with the J94 kit as it would cost you nearly as much to motorise as it would to buy an unboxed working S/H Hornby J94 off a train fair. There are manufacturers that provide working chassis kit...
