He has broken the "Distance Selling Regulations" not the Sale of Goods Act.

You can still ask your card supplier to do a charge back as the goods have not been received, plus I would be getting in touch with the Trading Standards Dept in his area.

Why not try doing a "book request" at your local library?
Most now are able to do a national request if your local service don't have it.

I built mine using the Rocket Card Glue, that has a nice little applicator nozzle, and stuck the windows perfectly.
