It's pretty much accepted that there is little QC on just about everything (not just model trains) these days - it's often cheaper to simply replace the few defective ones that slip through rather than the cost of a massive QC 100% operation. Lubrication and where to oil is mentioned in the fourth item down on the first page of that PDF. However, brand new Farish locos don't usually need pre-oiling (unlike many Dapol ones) before running-in although sometimes it helps to remove some of the transit/packing grease.

I was under the impression that Peco had effectively given up on producing RTR locomotives in N gauge. But it would be good to see them still making the effort.
