That 90 is on a seemingly never-ended hire from EWS whilst the 'one' 90's are repainted and modified.

A bit of zooming in and the 47 looks like 47813 John Peel. I thought the ex-Virgin Training DVT was non-serviceable and therefore stuck at Norwich??? My guess would be its one from store whilst another 'one' one is being fixed/painted etc.

I think they're fairly noisy before grinding anything, and I'd be suprised if they were allowed to work in close proximity to passenger traffic.
