Have seen some hole cutting saws in Poundland recently. Dont know if you have one near you or how good they are. Might be a cheap way out for you and a quick fix. (just a thought) hope it may be of help

I think if you were an engineer its not good enough.
If you call a steel rule a "ruler" it will be good enough.
No offence intended. There are 2 worlds here engineers and non- engineers.

If you think of it as a lathe on its side with the work piece stationary that might give you some ideas fo use.
