It could be that the commutator is dirty, when it stops, try giving it a little push and see if it sets off again.

There's no additional ballast in a 37/5 m8, it's just got the alternator and new bogies over a /0.

66s don't need servicing. They're badly built, and uncomfortable for the crew, but from a reliability point of view they're very very good.

IEP - what a massive pile of poo that is. A train which will be so heavy it'll be inoperable without massive subsidy, which will be uncomfortable, cause massive track damage, and have bugger all seats in it so it'll go. All because the damn government won't electrify to Swansea or consider using die...
