There has never been a Fowler 3MT 2-6-2T made RTR, the bachmann/farish model is a BR standard. Kit building is the only way to get one but I'm not sure which kit maker does one.

Try locking the 'steerable' axles so that they can't turn. Its easy to do on the Bachmann ones just unscrew the 'W iron' and using a 6 or 8mm drill bit turn down the locating lug by a mm or two and refix the 'W iron'. I read that checking that wheel 'back to backs' is worth looking at, you can buy the gauges to do this but I didn't need them myself as my derailments were caused by the points themselves.
