Emery paper would only do the same job as the track rubber. You say it's short locos that stick as opposed to long ones. Class 37 in BR green/green with yellow warning panel with split headcodes. Also later class 37s in certain liveries such as Network Rail yellow and West Coast Railways maroon.
Also like the class 24 in BR green/green with yellow warning panel.

For steam it has to be the Britannia class and the A4s.

Yes it's on both sides. I thought it might be where two separate parts of the body come apart when the loco is dismantled but it's not as the whole body comes off in one piece. I just thought it looked a bit crudely done and not in keeping with the rest of the loco either in quality of build or whet...

The best way to tell is to get two sets of points and place them as shown. This will give the correct distance between two 00 gauge tracks as 67mm from track centre to track centre.
